Could someone be stealing my identity?

I just tried to get my free credit report online but all three agencies told me that “for my protection, they cannot give me my report online and I must request one through the mail.” It says I either have a Security Freeze on my credit file, an Active Duty Military or Fraud Alert, or the identification info submitted may not match the information on file. Does this mean that someone is using my identity?
I contacted Experian and they gave me another number to call and I keep getting one of those recordings that ask for your info. but I never get a real person. The number Experian gave me was to the annual credit report place.

After you pay-off the account use it wisely. Pay the minimum balance due plus something extra. After the second to third month pay off the balance. If you must put something on credit, save up for it monthly instead of an impulse buy. If you do this you will stay with in your budget and defeat the credit card companies.

Note; they {most} credit card issuers are now requiring you to “USE” the card or else they will close your account. Don’t be fooled into making an enormous purchase to keep the credit card active.
